Rocco Pugliese founded the firm of Pugliese Associates in 1980. He began his career in 1978, lobbying exclusively for the Pennsylvania Food Processors Association. After more than two decades, Pugliese Associates still represents the Association, its very first client!

Rocco has more than 26 years of lobbying and state government experience. Starting his working years in the mid-70’s employed in the State Senate; he was later hired as an aide to the House Transportation Committee.

Rocco graduated from Gannon University in 1975 with a BA in Political Science, and also holds a Masters degree in Public Administration from Penn State University.

In his years of lobbying, Rocco has been active on a number of highly visible, diverse and complex issues. They include such topics as horseracing funding, corporate takeovers, appropriations, stadiums, tobacco settlement, capital budget appropriations, workers’ compensation, state procurement, and a variety of other policy or legislative issues.

Regarded as intense and having an astute political sense, Rocco brings to the table, an immeasurable amount of experience, relationships, and political understanding. This wealth of knowledge serves as a definitive asset when applied to the firm’s clients. Rocco was recently cited by the Pennsylvania Report, as one of the 100 political movers and shakers in Pennsylvania. In a Patriot-News article, Rocco was cited as “one who gives 100% to his clients”. Rocco also enjoys playing hardball, not just that which is political in nature, but hardball fast-pitch baseball type, as a channel for maintaining and/or reliving his youth.

Kim joined Pugliese Associates in October of 2000 as an associate.

Prior to joining the firm, Kim was a contract lobbyist for Wyeth Ayerst/American Home Products, Schering Plough Pharmaceuticals, ALS (Lou Gehrig’s Disease), Pennsylvania Health Care Technology Network, and Volunteer Clinics. Areas of concern she addressed on behalf of her clients ran the gamut from prescription drug pricing to PACE expansion; medical malpractice in volunteer clinics to Lou Gehrig’s Disease and many in between. Before moving into the private sector, Kim was appointed by the Governor’s Office to serve as the Director of Legislative Affairs at the Department of Health, where she served as the legislative liaison between the Department, the Governor’s Office and the General Assembly on a variety of community and public health issues.

Previous to joining the Administration, Kim was employed by the General Assembly, first as a staffer to then Representative Dave Heckler. When he became a Senator, Kim joined him in the Senate, serving as Executive Director of the Senate Aging and Youth Committee, and then the Senate Law and Justice Committee under Chairman Heckler. Work these committees tackled included a diverse range of issues, providing her with an abundance of the varied types of challenges on which she thrives. Kim has attended Penn State University and Indiana University of Pennsylvania.

In her “spare time”, she and husband Don wholeheartedly support her family’s athletic efforts. Acting both as an advisor and a parent to her daughter Katie, has proven to be a winning combination as she successfully competes on local, state and national cheerleader levels. Son Ryan skates through life as center of his high school hockey squad.

Kathy joined Pugliese Associates in January 2002.

With over 20 years of work experience in the Pennsylvania Legislature, Kathy brings a wealth of legislative knowledge, practical know-how and professional relationships to bear on issues of concern to the clients of Pugliese Associates.

As Cabinet member and Secretary for Legislative Affairs to Governors Ridge and Schweiker, and Deputy General Counsel for Legislation prior to that, Kathy has had a hand in either drafting, reviewing, negotiating and /or lobbying nearly all of the administration's legislative initiatives from 1995 to 2001. As the "Governor's lobbyist", her accomplishments include Growing Greener, Educational Empowerment, Tax Reform (including phase-out of the CSFT and introduction of the education tax credits), negotiation of the final Tobacco Settlement legislation and several "early" annual budgets. As legislative counsel, her work includes; planning and implementation of Special Session on Crime; worker's compensation and welfare reforms; CAT Fund phase-out; Charter School Law; Safe Schools legislation; Keystone Opportunity Zones and local tax reform; electric competition; insurance sales by banks; Motor Voter; Special Session on Disaster Relief; Older Adult Protection Services; creation of DCED and Office of Physician General; PACENET; expansion of redevelopment assistance, stadium funding and other appropriations.

Kathy graduated from Elizabethtown College (B.A.); Wake Forest University (M.A., History) and The Dickinson School of Law (J.D.). From; 1982-1995 she served as Assistant Counsel to the Senate Majority Leader and then as Counsel to the Senate Judiciary Committee dealing with a wide variety of legislation affecting criminal and civil law and procedure. As Deputy General Counsel and then Legislative Secretary, Kathy also acted as liaison between the Legislature and all of the state agencies under the Governor's jurisdiction.

James P. (Jamie) Rooney joined our firm as an associate beginning in January of 2003, and has primary responsibility for the operations at the Pittsburgh office of Pugliese Associates, conveniently located in downtown Pittsburgh, in the Regional Enterprise Tower. 

Jamie’s twenty-two years of prior experience serving as Executive Assistant to US Representative William J. Coyne has equipped him with the expertise and aptitude to provide the professional service clients have learned to expect as customary.  In addition, many of his responsibilities as aide to the congressman offered him the opportunity to interact with both local and state elected officials in the Pittsburgh area.  

Prior to his tenure with the federal government, Jamie taught high school English for several years, in both public and parochial schools in the Pittsburgh area.   Jamie’s educational background includes both a bachelor and a master’s degree from Duquesne University.   He is co-founder of a non-profit organization, the Pittsburgh Harlequins Rugby Association, which runs rugby teams for inner city high school and community teams - and – he also serves as a referee for the sport.

  Jim joined Pugliese Associates on October1, 2003 as the firm’s Director of Procurement.  He brings 31 years of high-level state government experience he gained under 6 Governors – Shapp, Thornburgh, Casey, Ridge, Schweiker and Rendell.

Before joining the firm, Jim was appointed the Director of the Commonwealth Technology Center in Office of Administration by Governor Tom Ridge, where he was responsible for the day-to-day operation of the center, which hosted the large mission critical Information Technology systems of the state.  This included all of the Commonwealth’s E-government and web systems, the ERP system known as Imagine PA, the email system for all Commonwealth employees, the Commonwealth network including the firewall, intrusion detection and anti-virus system.  The center also hosted the Statewide Radio System and JNET.  In addition, Jim was responsible to the day-to-day development and maintenance of the legacy administrative systems know as the Integrated Commonwealth System or ICS.

Jim earned a Bachelor’s degree from Mount Saint Mary’s College in 1971; a Masters’ degree from St. Francis University in 1977; and a Certificate in Management Analysis and Computer Support from the University of Colorado in 1981; and a Certificated from the John F. Kennedy School of Government of the Harvard University in 1996.  Jim, who was born and raised in Phoenixville, PA, lives in Mechanicsburg with his wife Jan and twin daughters Amanda, Kate and son Liam.

Sue Martin came on board at Pugliese Associates in February of 2001 as an Administrative Assistant, is now the office manager for the firm.

Sue worked for a short time with the General Assembly as a staff employee to Majority Whip, Representative Sam Smith. Prior to her employment with the House of Representative, Sue worked for nine years as a manager with FedEx. She brings to Pugliese Associates a wealth of computer skills as well as a profession management background that serves her well in her career with the firm.

Sue’s job with FedEx provided her and her family, including her husband and two children, Joe and Holly, with the opportunity to reside in several geographic locations including: Virginia, North Carolina, Maryland and now Pennsylvania – where they have agreed to settle. What better way to really get to know the great state you live in than to get involved with the political side of things!

Linda joined the staff at Pugliese Associates in July of 2003 as the Administrative Assistant.

Linda’s diverse employment background and skills complement our administrative staff. Over the past 20 years her experience has included: Administrative Assistant and Treasurer of the Borough of West Reading Pennsylvania; Customer Service/Sales Rep for True Temper Hardware in Camp Hill and Tri Starr Metals in Charlotte, NC; and Circulation Department Manager at the Hershey Public Library. Linda also worked for a short time for the House of Representatives as an intern in the Legislative Office for Research Liaison.  She holds a BS in Public Policy from Penn State University.

 

THOMAS J. McCORMAC III
Tom McCormac who joined the firm as a Partner in February of 2001 after serving as the Chief-of-Staff to the House Majority Leader, John Perzel for six and one-half years, died in a car accident on July 18. Tom was traveling with Rocco Pugliese from a legislative fundraiser in the Scranton area. Tom was 36 years of age. Tom was an inspiration to all of us; and, from a personal and professional perspective, Tom will be missed greatly. Tom's spirit will always be with us and will always be part of Pugliese Associates.
