Scott Bishop joins Pugliese Associates as a Lobbyist in December 2020. Scott’s time as a Government Staffer and Lobbyist spans five governors and 12 sessions of the Pennsylvania General Assembly. He has worked directly with governors, key members of administrations, legislative leaders and their staff, rank-and-file lawmakers, and legislative committee staff from all four caucuses on the most personal of constituent matters to the most substantial of state spending decisions. Most recently, Scott was a Senior Vice President for the Hospital and Healthsystem Association of Pennsylvania (HAP) where he was Chief Lobbyist for Pennsylvania’s hospital community.
For nearly two decades, Scott’s primary focus has been working to shape Pennsylvania’s state budget. He did so by securing millions of dollars in all forms of state funding for hospitals, colleges and universities, arts and cultural institutions, and community service organizations. Throughout his career, Scott has also worked closely with the state’s most significant construction, manufacturing, small business, health care, insurance, tourism, and not-for-profit voices on a wide array of legislative priorities. In addition, he has extensive experience working with trade associations, and he is skilled at building coalitions to achieve important policy goals.
Prior to his work as a Lobbyist, Scott was an effective state agency and Legislative Staffer. He worked for the House Appropriations Committee where he concentrated on key public safety matters. As part of the Department of Education’s policy team, he helped lay the groundwork for landmark workforce development legislation.
Scott holds a Master’s degree from the University of Pittsburgh and earned his BA from Dickinson College. He lives in Lancaster with his wife and two daughters where you’ll usually find him on the pool deck cheering his girls on, in the yard keeping the lawn a perfect three inches high, or on the road hitting the pavement for a morning run.
